NCTC Signs MoU with RAFY


The National Counter Terrorism Centre today signed a Memorandum of Understanding (MoU) with the Regional Alliance for Fostering Youth (RAFY) today. The signing ceremony was held at Coast Guard Conference Hall.

The Director General of Counter Terrorism Brigadier General Zakariyya Mansoor signed the MoU on behalf of NCTC and Dr. Aishath Rafiyya, President of RAFY signed on behalf of the organization.

In his remarks, Brigadier Mansoor noted that the MoU with RAFY was the first agreement that NCTC was enacting with a civil society organization. He also highlighted the important social contributions of RAFY, especially in developing and conducting programs for empowerment of youth and for fostering societal peace and harmony. He stressed the importance of working with civil society organizations such as RAFY to increase the social outreach and scope of activities, and to affect change through ‘whole-of-society’ approach, and that this has been borne out by international best practice and is among the recommendations of international organizations and experts as well. Brigadier Mansoor also thanked RAFY for their partnership and stated that NCTC was eager to expand the scope of activities in collaboration with RAFY.

In her remarks, Dr. Rafiyya thanked the NCTC for the partnership and for the opportunity to work in a collaborative manner. She stressed the urgency of addressing the social problems, and the importance of encouraging and empowering the youth to participate in such programs and to contribute positively to the society. Dr. Rafiyya stated that the youth of the Maldives was a very inspired, dedicated and talented group, and it is the aim of RAFY to channelize this potential to create a patriotic and responsible youth. Dr. Rafiyya also stated that RAFY stood ready to assist the NCTC in all capacities.

The signing ceremony was witnessed by officers and staff of NCTC and by board members of RAFY.
